Our parliament has set the most ambitious emissions reduction targets in the world. The Climate Change (Scotland) Act 2009 sets targets to reduce Scotland’s emissions by 42% by 2020 and 80% by 2050. As yet, the Scottish Government has failed to fund its own plans to reduce emissions. The area that is of most serious concern is funding for sustainable transport. The government’s draft 2012-13 budget cuts cycling investment, while the overall transport budget is set to increase from £1804m this year to £1884m in 2012-2013.
